I had a customer who was having difficulty sending emails to a user who was given a new mailbox/email address. Updating the addressbook in Outlook (via Tools > Send and Receive > Download Address Book) was failing.
I checked the folder (C:\Program Files\Microsoft Exchange\ClientAccess\OAB) on a recently rebuilt Client Access / front-end machine which did not contain the offline address book files. The MSExchangeFDS service was running on this new machine but I needed to add this new client access machine to the publishing points in the EMC under Org Config > Mailbox > Offline Address Books. In the properties of the default OAB the ‘Distribution’ tab needed the new client access machine added to the list.
